Christian C. Decker 


Christian Decker is the President of Worldwide B2B Services with over 25 years of military and civilian installation management experience. As a retired Navy Civil Engineer Corps officer, he has worked around the world in installation/facility management, engineering, service contracting, medical support, acquisition management, and construction operations. He was the Navy’s first Public Safety Director and was the principal resourcing analyst for $ 1.8 Billion in annual installation combating terrorism accounts following September 11, 2001. As Public Safety Director, he directed a program overseeing 14,000 base security, fire, safety, and emergency services personnel across the globe. Mr Decker’s final assignment with the Navy was as the Chief Integration Officer for the Commander Navy Installations Command (CNIC) responsible for handling external coordination of $ 8 Billion in products and services throughout the Navy Enterprise as well as all white space issues related to installation operations, community support, and facilities management. Since 2008, Chris has spent a considerable amount of time in Afghanistan/Central Asia and North Africa installation management issues, often within those countries, working closely with leading businesses and institutions in construction, logistics, security, and specialized services.

Chris Decker is a graduate of the US Naval Academy with a Bachelor of Science Degree major in Mechanical Engineering. He completed his Master’s Degree in Engineering Management at the University of Florida. He received his Command & Staff Diploma from the Naval War College and completed all defence acquisition management coursework required for assignment as a level three Contracting Officer (unlimited warrant). He has numerous military unit and personal awards. He is a registered professional engineer in the state of Massachusetts. He is also the founder and current board member of the Navy Safe Harbor Foundation which is a 501(c)3 foundation which supports the recovery of seriously wounded, ill, and injured Sailors, Coast Guardsmen, and their families by assisting them with resources not currently provided by the government or community resources. Chris lives between residences with his son in Annapolis, Maryland & Alexandria, Virginia.


Christopher Cole

Executive Vice President

Christopher Cole is a Senior Vice President with Worldwide B2B Services and has more than 40 years of military and civilian management experience.  Rear Admiral Cole served in the United States Navy for thirty two years.  A Naval Aviator, he commanded two helicopter squadrons and two amphibious warships, deploying numerous times to locations around the world.  As a Flag Officer he commanded Navy bases in the Republic of Korea and the five State Mid Atlantic Region, and was the Director of Ashore Readiness for the Chief of Naval Operations.

Since retirement from the Navy in 2004 Chris has worked as a consultant to private industry and the Department of Defense in energy, environment, facilities, and management fields.  He also serves as the President and Executive Director for the Navy Safe Harbor Foundation, and is on the Board of Directors for the Military Bowl presented by Northrop Grumman and the Professional Housing Management Association.

Rear Admiral Cole is a graduate of University of North Carolina at Chapel Hill, and has completed post graduate work at the Naval War College, the Kennedy School of Government at Harvard University, the Kenan-Flagler School of Business at the University of North Carolina at Chapel Hill, and was a fellow on the Strategic Studies Group for the Secretary of Defense.
